French Energy Minister Agnès Pannier-Runacher highlighted one of the key problems of ecological transformation with an extremely frank statement. Political debates have long been dominated by the question of investment volumes. Billion-euro programs for ecological transformation were considered a decisive lever for achieving European climate goals. But now it is clear that public funds alone do not guarantee rapid implementation.

Especially in the energy modernization of public buildings, a structural problem becomes apparent. France has support programs, state subsidies, and European funding, but there is often a lack of companies capable of actually carrying out this work.

Energy modernization of schools is technically one of the most complex in construction. It is necessary to coordinate insulation, window replacement, transition to a new heating system, ventilation systems, and roof repairs. In addition, new requirements for protection against heat and energy efficiency are emerging. Many municipalities report long waiting times, lack of qualified specialists, and tenders that almost no one applies for.

The situation is particularly difficult in rural regions, where there is often a shortage of specialized craft enterprises or engineering offices with sufficient resources. At the same time, pressure on communities to accelerate the modernization of their buildings is increasing.

Shortage of qualified specialists

The root of the problem is a shortage of personnel resources. France has had problems with a workforce reserve in the construction and craft sectors for many years. Many professions are considered physically demanding and socially unattractive. Many companies cannot find enough qualified workers.

At the same time, energy renovation requires increasingly highly specialized skills. Modern buildings need not only to be insulated but also intelligently designed from a technical point of view. Mistakes can have serious consequences. Poor ventilation can lead to moisture problems, insufficient protection from summer heat – to overheating of classrooms. In addition, real energy savings often fall far short of theoretical calculations due to insufficient coordination of the work.

The discussion is beginning to shift from purely financial issues to the industrial capacity of the country. France needs not only investments but also an effective value-added chain: training centers, craft enterprises, engineers, material suppliers, and local construction companies.

The Problem of Limited Deadlines

There is also an organizational factor, which Pagnier-Roussel especially emphasizes: the timeframes for carrying out the work. Schools can only be renovated during limited periods within the academic year. Many large projects have to be completed during summer holidays.

This significantly reduces the available time slots. Communities often try to carry out the maximum amount of work simultaneously over several weeks. For the construction industry, this means huge peak loads. Even with sufficient funds, it is impossible to quickly complete thousands of construction projects at the same time.

This problem is expected to worsen in the coming years. France has set ambitious climate goals and is under European pressure to significantly reduce energy consumption by buildings. Public buildings play a key role in this, as they represent a significant share of energy consumption.

Schools as a symbol of the French infrastructure crisis

The discussion also has political sensitivity because many French schools are in poor condition. A large part of the building stock dates back to the 1960s and 1970s. At that time, many school complexes were built quickly and cheaply, often with low energy quality.

Today, many institutions suffer from outdated heating systems, poor insulation, and insufficient ventilation. The European energy crisis, which began in 2022, has further worsened the situation. Many municipalities had to bear significantly higher heating costs, while the need for decarbonization increased.

The importance of protection against heat is also growing. France has been facing more intense heat waves for several years. Many school buildings are not adapted to this. Classrooms in summer sometimes become unbearably hot, turning into an education and health issue.

Change in Political Thinking

Statements by Pannier-Runacher also signify a rhetorical shift in the French government. For a long time, ecological transformation was primarily presented as a financing issue. Now, increasing attention is being paid to practical feasibility.

This applies not only to building renovations. Similar bottlenecks are noticeable in the deployment of renewable energy sources, in electric grids, and transportation infrastructure. One question arises: does France have enough industrial and human resources to carry out the transformation within the planned deadlines?

The minister thus hints that the ecological turnaround may face obstacles not so much from political goals but from the real economy’s ability to implement them. Climate policy is entering a new phase: from symbolic statements to questions of production capacity, education, and organizational efficiency.

Perhaps this is the greatest challenge of the coming years. The energy transition is not decided only in ministries or at international climate conferences. It also takes place on construction sites, in vocational schools, and in local craft structures.
