After the Rihanna Incident: Government Plans Additional Measures in Child Protection Law

Paris – June 9, 2026: The case of 11-year-old Rihanna in the Loir-et-Cher department has had a major impact in France. The girl was the victim of serious violence, leading to nationwide protests and calls for stringent measures to protect children. In response, Prime Minister Sébastien Lecornu announced a review and potential strengthening of the current child protection bill.

At the end of May, the government had submitted a comprehensive bill aimed at improving the safety of children. This bill includes strengthened background checks and mandatory criminal record verifications for those working in schools, kindergartens, and other child care facilities. The goal is to enhance the prevention of child abuse and make the protection system more effective.

Following the Rihanna case and growing public demands for further protection, the government plans to include additional provisions in the bill. Among these is the introduction of a “Child Safety Order,” which will enable judges and prosecutors to respond quickly and decisively to emergency dangerous situations. Furthermore, accelerating decisions regarding parental custody removal and adoption aims to swiftly rescue children in hazardous environments and provide them with a stable future.

These expansion proposals were discussed in a cabinet meeting led by Prime Minister Lecornu, attended by the ministers responsible for the interior, justice, health, education, and equality. The objective is a comprehensive reform that addresses current challenges in child protection and sustainably increases public confidence in the judicial system.

The planned adjustments have received broad support from experts and citizens calling for rapid and effective measures. On the other hand, critics point out the need for a more extensive reform of the entire child protection system to better protect vulnerable children in the long term and to respond preventively.

The government has announced that it will promptly submit the revised bill to parliament with the aim of quick approval. Particular importance is placed on the urgency of child protection, with a policy to avoid any delays.

In the meantime, the relevant authorities are continuing the investigation of the Rihanna case and are intensively working to hold those responsible accountable. The public widely expects concrete progress and sustained improvements.

Rihanna’s tragedy has strongly highlighted the importance of effective child protection in France. The planned legal amendments have the potential to close significant institutional gaps and substantially improve the safety of minors in the future.
