Paris – June 16, 2026: The mother of 12-year-old Rosa from the Jura region in France has filed a lawsuit against the French state. The reason is the possibility that Jérôme Barella, a caretaker who worked at several schools, sexually assaulted her daughter. The lawsuit, submitted to the Paris Administrative Court on June 15, 2026, criticizes the authorities for acting negligently in handling the serious allegations against Barella.
Rosa had already filed a complaint against Barella in 2025. Nevertheless, the investigation was insufficiently conducted for a long time. It was only after 11-year-old girl Rianna was kidnapped and murdered on May 2026 that Barella was identified as a prime suspect and the authorities began more intensive investigations.
Rosa’s mother expressed deep regret over the response of the judiciary and the police in a press release. She stated that the authorities’ failure negatively affected not only her daughter but also potential victims. “If decisive action had been taken at the time, Rianna would still be alive,” she said.
The core of the lawsuit is the claim that the state violated its duty to protect minors. The plaintiffs demand compensation for the harm suffered and a public apology from the responsible agencies. They also call for a thorough investigation of internal procedures to prevent similar consequences in the future.
This lawsuit received broad support among the public. Many citizens have started fundraising campaigns to cover the family’s legal costs. One supporter stated, “It is shameful that such crimes are not treated with sufficient seriousness.”
So far, the authorities have not issued a separate statement regarding this lawsuit. Rosa’s family hopes the court will deliver a swift and fair judgment that helps both their daughter and potential victims.
This case has reignited debate about the handling of sexual violence cases in France. Although there had been multiple complaints against Barella, the police and judicial authorities showed a passive attitude. It was only after the Rianna case that a comprehensive investigation was launched. Civil society organizations have long demanded stronger protection for minors and strict penalties for perpetrators.
