Renovation of the Palace of Westminster: Costs Could Reach £40 Billion and Take Up to 61 Years

London – 16.06.2026: The complete renovation of the Palace of Westminster, the seat of the British Parliament, represents a major challenge. A recent report from the National Audit Office (NAO) estimates that renovation costs could reach 40 billion pounds and span a period of up to 61 years. This estimate is based on two different renovation options currently under study.

The first option, called “Full Decant,” foresees that both the House of Commons and the House of Lords leave the building for the entire duration of the works. This solution would take between 19 and 24 years and lead to costs of up to 15.6 billion pounds. This process would allow for concentrating and accelerating the work more effectively.

The second option, known as “Enhanced Maintenance and Improvement+” (EMI+), involves a phased renovation during which some parts of Parliament would remain in use during the construction phase. This method spans a period of 38 to 61 years with an estimated cost that could reach 39.2 billion pounds. Its advantage lies in the continuity of parliamentary activities, but the prolonged duration of the works greatly increases the total costs.

Whatever the choice of renovation strategy, the report recommends an initial phase lasting up to seven years and estimated at about 3 billion pounds. These works include the construction of temporary chambers and offices, renovations of the Victoria Tower, as well as preparatory restorations in the medieval cloister courtyard (Cloister Court).

The NAO report emphasizes the urgency of renovation due to significant structural problems affecting the building. These include outdated mechanical and electrical installations, fire risks, and a high presence of asbestos. Currently, 1.5 million pounds are spent each week solely on maintenance and repairs without addressing the underlying defects.

The decision regarding the preferred renovation option will be made in the coming years. A final choice is expected by mid-2030 at the latest. This decision will be crucial for the future state of the Parliament building and planning of the renovation works.

The renovation of the Palace of Westminster is not only a technical construction project but also a political challenge. In view of the high costs and long timeframe, critics call for more transparency and accountability in the use of public funds. At the same time, persistent delays contribute to a possible increase in costs.

The progression and outcome of this renovation project will significantly influence British politics as well as public confidence in major public projects. Heritage conservation requirements and the need to comply with modern safety standards will need to be carefully balanced.
