Drownings After Heatwave: More Than 90 Dead — Gaps in Swim Training Move into Focus

Paris – 09.07.2026: The ongoing heatwave has led to a marked increase in fatal bathing accidents in France. According to ministry sources and consistent media reports, more than 90 people have drowned since June 19 — significantly more than in the same period last year. At the same time, new surveys indicate that around three out of ten French people say they cannot swim. This combination of extreme heat, high crowds at bodies of water and missing or overestimated swimming abilities is alarming emergency services and instructors alike.

Rescue services report operations at rivers, lakes and coastal bays, often outside guarded zones or outside official supervision hours. Frequent patterns include risky jumps into unknown waters, swimming in currents or after alcohol consumption, and underestimating temperature differences between air and water. According to experts, adults without routine water experience who react incorrectly in stressful situations, and children who are left briefly unattended, are particularly at risk.

Swim training associations point to structural causes: too few available pool times in indoor and outdoor pools, long waiting lists for courses, regional gaps in rural areas and a shortage of qualified instructors. The French association of pool attendants and training centers for lifeguards also report a declining attractiveness of the profession, among other reasons due to seasonal contracts, irregular working hours and sometimes limited pay. This complicates complete coverage of guarded beaches and municipal pools, especially during heatwaves.

There have been initial political responses: the Sports Minister described the situation as worrying and announced measures including more course offerings for children and adults, support for municipalities in operating pools and a revision of the qualification framework for lifeguards. Concrete budgets, timelines and implementation details have not yet been presented. Professional associations warn that short-term prevention campaigns without medium-term investment in infrastructure and personnel will not be sufficient.

Authorities remind the public of basic precautions: swim only at guarded beaches, heed current and weather warnings, keep children in or near water under constant supervision, never swim alone, check depth before diving and avoid alcohol-related overconfidence. For non-swimmers and the untrained, buoyancy aids are recommended only in combination with supervision; they are not considered safe on their own. Schools, clubs and municipalities also promote early swim education already in preschool and primary school. The goal is to establish basic skills such as floating position, breathing and a 50-meter swim as widely as possible to prevent tragedies on hot summer days.
