Ukrainian Defense Minister Fedorov Resigns Amid Government Reshuffle

Kyiv – 16 July 2026: Ukrainian Defense Minister Mykhailo Fedorov has announced his resignation. The move came on Wednesday, 15 July, as part of the sweeping government reshuffle initiated by President Volodymyr Zelenskyy following the departure of Prime Minister Yulia Svyrydenko. In a public statement, Fedorov praised the work of his ministry but gave no details about a future role.

The resignation has a particular institutional dimension. On 14 July, the Ukrainian parliament, the Verkhovna Rada, accepted Svyrydenko’s resignation by 258 votes. Under Ukrainian law, this also meant the departure of the entire cabinet. Fedorov’s statement is therefore part of a formally broader change of government, although his replacement is attracting particular attention because of the central importance of the defense portfolio.

Fedorov had only been appointed defense minister on 14 January 2026. Previously, the 35-year-old had shaped the digitalization of public services as minister for digital transformation. At the Defense Ministry, he represented an effort to more closely integrate technological innovation, drone systems and digital procedures with procurement and military planning. His brief tenure came during a period in which Ukraine must reorganize its military capabilities under the pressure of Russia’s war of aggression.

Zelenskyy had already announced the personnel reshuffle on 12 July, speaking of a change in political strategy. In addition to the government, he also indicated changes at the leadership level of law enforcement agencies. The president initially did not provide specific reasons for the dismissal of individual ministers. As of Thursday morning, it had also not been officially confirmed who would s쳮d Fedorov at the Defense Ministry.

The reshuffle therefore affects not only civilian governance, but also the relationship between the presidential office, the armed forces and the defense procurement administration, which is crucial to the conduct of the war. The Defense Ministry is responsible for procurement, international military support and essential parts of the organizational framework for the army. A change at its helm could therefore also affect coordination with Western partners and ongoing armaments programs.

Svyrydenko had served as prime minister since July 2025, after previously being economy minister. Zelenskyy announced that he would offer her a new important area of responsibility in relations with a key international partner. Whether she accepts the offer and how the new government will be staffed remain open questions. The upcoming parliamentary decisions will show whether the reorganization goes beyond a mere personnel change.
