Ukrainian Defence Minister Fedorov resigns amid government reshuffle

Kyiv – 16 July 2026: Ukrainian Defence Minister Mykhailo Fedorov has announced his resignation. The move came on Wednesday, 15 July, as part of the broad government reshuffle initiated by President Volodymyr Zelensky following the departure of Prime Minister Yulia Svyrydenko. In a public statement, Fedorov praised the work of his ministry but gave no details about a future role.

The resignation has a particular institutional dimension. Ukraine’s parliament, the Verkhovna Rada, accepted Svyrydenko’s resignation on 14 July with 258 votes. Under Ukrainian law, this simultaneously meant the departure of the entire cabinet. Fedorov’s statement is therefore part of a formally broader change of government, although his replacement is receiving special attention due to the central importance of the Ministry of Defence.

Fedorov had only been appointed Defence Minister on 14 January 2026. Previously, the 35-year-old politician had shaped the digitalisation of public services as Minister of Digital Transformation. At the Ministry of Defence, he represented an attempt to more closely link technological innovation, drone systems and digital procedures with military procurement and planning. His brief term coincided with a period in which Ukraine must reorganise its military capabilities under the pressure of Russia’s war of aggression.

Zelensky had already announced the personnel reshuffle on 12 July and spoke of a change in political strategy. In addition to the government, he also foreshadowed changes in the leadership of law enforcement agencies. Initially, the president did not explain the specific reasons for the dismissal of individual ministers. Likewise, as of Thursday morning, it had not been officially confirmed who would succeed Fedorov at the Ministry of Defence.

The reshuffle therefore affects not only the civilian leadership of the government, but also the relationship decisive for the war between the presidential office, the armed forces and the armaments administration. The Ministry of Defence is responsible for procurement, international military aid and essential parts of the organisational conditions for the army. A change at its helm can therefore also have repercussions for coordination with Western partners and ongoing armaments programmes.

Svyrydenko had held the office of prime minister since July 2025, after serving as economy minister. Zelensky announced that he would offer her an important new area of responsibility in relations with a key international partner. It remains unclear whether she will accept this offer and how the new government will be composed. The upcoming parliamentary decisions will show whether the reorganisation goes beyond a simple personnel change.
