Early drought worsens water shortage in France

Paris – 17.07.2026: France is facing an exceptionally early and intense drought midway through the year. The Ministry of the Environment reports parched soils across France, including Corsica, and rapidly falling water levels. Nearly one third of monitoring points are recording water levels below the lowest values of the past twenty years for this period. A quarter of small waterways have already dried up.

The findings also explain the visible changes in many landscapes: rivers carry little or no water, fields are under severe pressure from heat and the lack of rain, and forests are already showing yellowing tree canopies. The Massif Central is particularly affected. There, in a region important for the country’s water resources, the situation deteriorated significantly at the beginning of summer.

According to the ministry, government-imposed restrictions on water use are currently in place in 97 departments. The highest crisis level has been declared in 41 departments. A total of 201 prefectural orders are in force. Nouvelle-Aquitaine is particularly hard hit: eleven of its twelve departments are at crisis level. The regulations are determined locally and may change at short notice.

Depending on the situation, prefectures restrict, among other things, agricultural irrigation, garden watering, filling private swimming pools and washing vehicles. At crisis level, water withdrawal must be limited to priority purposes such as drinking water supply, healthcare and civil protection. Private households and businesses are subject to the rules of their municipality or department.

The consequences extend beyond agriculture. The ministry reports initial problems for industrial companies in particularly affected areas, as well as local risks to drinking water supplies. Rising water temperatures are also putting fish under pressure. Shellfish farming and fish farming are also affected, particularly along the Mediterranean coast, in Brittany, the southwest and Normandy.

Groundwater reserves are generally better replenished after the spring recharge than in the drought years of 2022 and 2023. However, rapidly responding groundwater layers in Auvergne, Limousin and Grand Est are being closely monitored. At the same time, storage reserves are being used earlier than in previous years to support river flows during the summer.

For Paris and the nearby departments, official calls to save water are currently the main measures in place. The responsible regional directorate refers to the VigiEau platform, where residents can check the regulations applicable at their address. The ministry has instructed prefectures to monitor the water situation weekly, quickly introduce restrictions when thresholds are exceeded, and intensify compliance checks.
