Early drought worsens water scarcity in France

Paris – 17/07/2026: France is facing an exceptionally early and intense drought in mid-year. The Ministry of the Environment reports dry soils across France, including Corsica, as well as rapidly falling water levels. Nearly one third of measuring stations record levels below the lowest values of the past twenty years for this period. One quarter of small watercourses have already dried up.

This situation also explains the visible changes in many landscapes: rivers carry little or no water, fields are under severe pressure from heat and lack of rain, and forests are showing yellowing crowns prematurely. The Massif Central is particularly affected. There, in a region important for the country’s water reserves, the situation worsened significantly at the beginning of summer.

According to the Ministry, administrative restrictions on water use are currently in place in 97 departments. The maximum crisis level has been declared in 41 departments. In total, 201 prefectural orders are in force. Nouvelle-Aquitaine is particularly affected: eleven of its twelve departments are at crisis level. Rules are set locally and may change at short notice.

Depending on the situation, prefectures restrict, among other things, agricultural irrigation, garden watering, filling private swimming pools, and washing vehicles. At crisis level, water withdrawals must be limited to priority purposes such as drinking water supply, health, and civil protection. Households and private businesses are subject to the relevant rules of their municipality or department.

The effects extend beyond agriculture. The Ministry reports initial difficulties for industrial companies in the particularly affected areas, as well as local risks to drinking water supply. Rising water temperatures also affect fish. Shellfish farming and fish farming are also experiencing consequences, especially on the Mediterranean coast, in Brittany, the southwest, and Normandy.

Overall, groundwater reserves are better supplied after spring recharge than during the drought years of 2022 and 2023. However, particularly fast-responding groundwater layers in Auvergne, Limousin, and Grand Est are being closely monitored. At the same time, storage reserves are being used earlier than in previous years to support river flow during the summer.

For Paris and nearby departments, administrative calls for water conservation currently apply above all. The responsible regional authority refers to the VigiEau platform, through which residents can check the rules applicable at their address. The Ministry has instructed prefectures to monitor the water situation weekly, quickly impose restrictions when thresholds are exceeded, and strengthen compliance monitoring.
