Fedorov’s resignation triggers political crisis in Ukraine

Kyiv – July 18, 2026: The dismissal of Ukrainian Defense Minister Mykhailo Fedorov has led President Volodymyr Zelenskyy into a serious political and strategic conflict. Fedorov, who only took over the Ministry of Defense in January, was considered a reformer and a key figure in the military’s technology-oriented restructuring. His dismissal became known on July 15 as part of a broader cabinet reshuffle.

According to several reports, the trigger was a fundamental conflict between Fedorov and Oleksandr Syrskyi, Commander-in-Chief of the Ukrainian Armed Forces. The two represented clearly opposing views on the organization of the Ministry of Defense, military procurement, and cooperation with the General Staff. Zelenskyy decided to retain Syrskyi and remove Fedorov from the government.

Fedorov subsequently made public that he had proposed changes in the military leadership. He accused Syrskyi of obstructing reform proposals and not sufficiently advancing necessary changes. Syrskyi, meanwhile, expressed gratitude for Fedorov’s work in a statement and referred to military achievements under his command. These differing accounts show how deep the rift between civilian and military leadership is.

The decision sparked demonstrations in Kyiv and other Ukrainian cities on July 16. Participants called for Fedorov’s return and criticized the loss of a minister associated with expanding drone technology, digital procurement procedures, and stronger involvement of private defense companies. Public protests against government decisions are relatively rare in Ukraine while Russia’s war of aggression continues.

The events are particularly sensitive because Ukraine must modernize its defense system under continuing military pressure. Fedorov had advocated faster technological innovation and more decentralized procedures. Critics of his dismissal fear that the change could delay important reforms in the Ministry of Defense and further damage cooperation between the ministry, the General Staff, and the defense industry.

Zelenskyy now faces the challenge of ensuring his government’s ability to act while maintaining confidence in the military leadership. The president had cited tensions between Fedorov and Syrskyi as the reason for the reshuffle. A new permanent defense minister was not initially appointed, and the ministry is being run on an interim basis.

The crisis is also affecting the country’s political cohesion. Fedorov had previously been responsible for digitalization for several years and had cultivated a modern, high-profile public image. His dismissal highlights that debates over strategy, leadership, and the pace of reform are being conducted openly in Ukraine despite the war. Whether Zelenskyy’s decision will stabilize military cooperation or trigger new conflicts remains a decisive question for the coming months.
