Environment Minister Pledges Stronger Environmental Budget Ahead of Agriculture Bill

Paris – 19.07.2026: French Environment Minister Monique Barbut has pledged a significantly stronger budget for her department ahead of the final parliamentary votes on the agricultural security and sovereignty bill. The environmental sector will receive the largest increase in the next budget after the defence budget, the minister said on Sunday. She did not provide specific amounts, reference years or individual budget items.

The announcement comes at a politically sensitive time. The National Assembly and the Senate are due to vote on 20 and 21 July on the text agreed by the joint mediation committee of both chambers on 16 July. The bill, which has been considered under an accelerated procedure, was introduced by the government in April. It is intended to facilitate agricultural projects, improve access to water and secure farms’ production base.

However, the compromise between members of parliament and senators contains provisions that are controversial both within the government and among environmental groups. These include the possibility of temporary exemptions for the use of acetamiprid and flupyradifurone. The active substances are among the insecticides whose use had not previously been authorised in France. Barbut reiterated her opposition to the return of acetamiprid and expressed reservations about changes that the Senate had introduced into the legislative process.

The environment minister is thus distancing herself from a key demand of agricultural interest groups. Supporters of the exemption point to competitive disadvantages for French producers and the lack of alternatives for certain crops. Critics see risks for biodiversity and the environment and warn against allowing the exemption route to become a permanent relaxation of existing protection standards. The mediation text retains limited recourse to the substances, although some particularly far-reaching Senate proposals were toned down.

Barbut’s reference to a strengthened budget can also be understood as an attempt to safeguard the ecological dimension of agricultural policy institutionally. At the beginning of July, her ministry ordered increased mobilisation of state services due to heat and drought. The focus is on protecting water resources, air quality, preventing forest and vegetation fires, and the effects of extreme temperatures on livestock farming.

The final votes will therefore decide on more than individual simplifications for agriculture. They will show whether the government can secure parliamentary backing for its pledge to combine production, water management and nature conservation. A stronger environmental budget could provide financial support for this approach. However, it would not resolve the conflict of objectives that is openly apparent in the dispute over pesticides and water infrastructure.
