France summons Iranian charge d'affaires after assault on diplomats

Paris – 21 July 2026: France summoned the charge d’affaires of the Islamic Republic of Iran to the Foreign Ministry on Tuesday. The move followed the intervention by Iranian security forces against two members of the French embassy in Tehran on the evening of 19 July. Paris condemned the incident as a deliberate attack and a serious violation of international law.

According to the French Foreign Ministry, the two embassy employees were detained and questioned for several hours without any comprehensible reason. One of them was allegedly physically mistreated. Both were subsequently able to return to the French embassy. French diplomacy did not disclose their names or further details about the location and circumstances of the detention.

On the instructions of Foreign Minister Jean-Noël Barrot, the charge d’affaires was received by the Secretary-General of the Quai d’Orsay. According to the ministry, France conveyed its strongest condemnation of the incident. Paris is demanding a full investigation from the Iranian authorities, punishment for those responsible and reliable security guarantees for French offices and their personnel in Iran.

Jean-Noël Barrot had already publicly described the incident on Monday, 20 July, as particularly serious intimidation and said that it would not go without consequences. The foreign minister also stated that he had raised the issue with his Iranian counterpart, Abbas Araghtschi. No specific further diplomatic measures by France were initially announced on Tuesday.

Tehran rejects the French account on key points. According to Iranian reports, Abbas Araghtschi said that the two French diplomats had not behaved in accordance with regulations or professionally. He called on France to take steps to ensure that such incidents do not recur. The Iranian side did not provide details of the allegations against the embassy employees.

The protection of diplomatic representatives is governed by the Vienna Convention on Diplomatic Relations. Under it, the person of a diplomat is inviolable; the receiving state must protect them with particular care against attacks on their person, freedom or dignity. France considers these obligations to have been violated by the incident in Tehran.

The summons further escalates already tense relations between Paris and Tehran. For weeks, the French Foreign Ministry has pointed to considerable security risks in Iran and stated that the embassy’s ability to provide consular assistance to detained French nationals is severely limited. However, the current case directly concerns staff of the French mission and therefore the diplomatic relations between the two states.
