Heatwave weighs on summer sales in France

Paris – 24/07/2026: Summer sales in France are being overshadowed by the exceptional heat. According to information from franceinfo, sales in the first week of the sales period were 18 percent below the comparable level across all retail channels. These first days are considered crucial in retail, as customers find the widest selection then and shop particularly frequently.

The weak result is hitting brick-and-mortar retail at a time when stores want to clear their spring and summer merchandise. High temperatures can make shopping trips in city centers and shopping streets less appealing. At the same time, consumption does not appear to be automatically shifting to the internet to the same extent, although the statutory sales periods generally apply in parallel there.

The state-regulated promotion began in most parts of mainland France on 24 June 2026. It was originally scheduled to end on 21 July. However, because of the heatwave, its duration was exceptionally extended by one week. The sales now end on Tuesday, 28 July 2026. Different dates continue to apply in certain areas.

The extension gives retailers more time to reduce inventory and reach customers. Whether this can fully offset the weak first week remains unclear. The decline reported by franceinfo concerns all retail channels combined and is therefore not exclusively a problem for small city-center stores. The available information did not provide a breakdown by sector, region or distribution channel.

For consumers, the legal rules remain unchanged. Only products that the retailer had already been selling and had paid for before the start of the promotion may be offered as sale merchandise. Companies may not procure goods specifically shortly before the start of the sales period in order to designate them as special offers. Price reductions must be presented transparently.

The development also shows how directly extreme temperatures can affect everyday economic activity. When people avoid spending time outdoors or traveling to shopping centers, seasonal retail promotions come under pressure. This is particularly relevant for fashion, shoes and other goods whose value for retailers declines rapidly after the end of the season.

Until 28 July, companies have just under a week left to respond to weak demand. Discounts, adjusted opening hours and digital offers could play a role. However, a final assessment of the entire season will only be possible after the end of the extended sales period.
