France is preparing to show the flag – in the heart of the Indian Ocean. President Emmanuel Macron begins a five-day trip on Monday that will take him through four strategically important locations: Mayotte, La Réunion, Madagascar and Mauritius. The aim is to strengthen France’s position in this geopolitically relevant region while at the same time providing concrete support on the ground.
Mayotte: between the consequences of the cyclone and glimmers of hope
The first stop: Mayotte – a French overseas territory recently hit hard by a violent cyclone. Here, Macron does not merely want to make a symbolic appearance, but also to get an idea of the extent of the destruction. Meetings with residents and local authorities are planned, as well as a thematic focus on the agricultural sector, which has been particularly affected by the natural disaster.
The message is clear: France stands by its overseas territories – not only on paper, but with real aid measures. Where nature has left its mark, new prospects must grow.
La Réunion: between the chikungunya crisis and France’s strategy for the future
On Tuesday, the journey continues to La Réunion, an island currently facing another crisis: the rapid spread of the chikungunya virus. Here too, the president’s presence is intended to send a signal: France takes care of everyone. At the same time, La Réunion is expected to play a key role in France’s strategic orientation in the Indian Ocean. As a bridgehead towards a region that is increasingly attracting the attention of global power interests.
Madagascar: summit with strong symbolic value
The diplomatically most significant part of the trip is likely to take place on Wednesday in Madagascar, on the occasion of the fifth summit of the Indian Ocean Commission. Heads of state and government from the region will gather here. On the agenda: the possible integration of Mayotte into the Commission. The move would be a milestone, as Mayotte has so far been geographically part of the Indian Ocean, but is not officially integrated into this regional organization politically.
Macron wants to accelerate the process and thus strengthen France’s integration into the region’s multilateral structures.
Mauritius: friendship, trade and more
At the conclusion of the visit, Macron will travel to Mauritius on Friday. The smallest country in the region, but no less important for that. Amid growing tensions in the Indo-Pacific—with China and India as key players—France is seeking to win reliable partners. Mauritius offers economic potential, but also an important diplomatic bridge.
France’s grand strategy in a limited context
At first glance, Macron’s trip appears to be a friendly visit with a Caribbean flavor— islands, palm trees, cordial meetings. But those who look more closely recognize the strategic depth: France wants to be more than just a former colonial power with a few overseas territories in the Indian Ocean. It wants to be an active player—economically, in security matters, and geopolitically.
Why? Because the future of the global balance is not decided only in Washington, Beijing, or Moscow—but also on islands such as Réunion or Mayotte. Those who have influence here also have it over international shipping routes, environmental issues, and security matters in the Indo-Pacific.
More than symbolic politics
Participation in the summit in Madagascar, engagement in crisis zones, dialogue with local people—all this shows: France is serious. The Indian Ocean region is no longer a secondary theater. It is a cornerstone of French foreign policy.
France sees itself as a bridge builder – between Europe and Africa, between the past and the future. And President Macron is betting on closeness rather than distance.
Will the trip produce the desired effect? We shall see. But one thing is certain: the Indian Ocean has entered the French agenda – and near the top.
