With a surprisingly frank statement, the French Minister of Energy Agnès Pannier-Runacher identified a central problem of the ecological transformation. Regarding the energy renovation of schools, she stated: “The problem is not necessarily a matter of financial resources, but also a problem of sector structuring – that is, the ability to complete the work within the scheduled time.” The statement points to a development that goes far beyond individual school buildings. France is increasingly facing the limits of its practical capacity to implement the energy transition.
The bottleneck is in the construction sites
In the political debate, the question of the amounts to be invested dominated for a long time. The billion-euro programs for the ecological transformation were considered decisive levers for achieving the European climate goals. But today it is clear that public funds alone do not guarantee rapid implementation.
Especially in the energy renovation of public buildings, a structural problem becomes apparent. France does have funding programs, state subsidies, and options for European financing. At the same time, in many areas there is a lack of companies capable of actually carrying out the work.
The energy modernization of schools is one of the technically most challenging sectors in construction. Insulation, replacement of windows, conversion of heating systems, ventilation systems, or roof renovations must be coordinated with each other. Added to this are new requirements regarding heat protection and energy efficiency. However, many municipalities report long waiting times, a shortage of specialized companies, and tender processes with low participation.
The situation is particularly difficult in rural areas. Often, there is a lack of specialized craftsmen or engineering firms with sufficient capacity. At the same time, the pressure on municipalities to modernize their buildings more quickly is increasing.
A shortage of qualified personnel
Behind this problem lies above all a deficit of qualified personnel. France has been facing recruitment problems in the construction and craft sectors for years. Many trades are perceived as physically demanding and socially unattractive. Numerous companies can no longer find sufficiently qualified workers.
Energy refurbishment requires increasingly specialized skills. Modern buildings must not only be insulated but also technically designed in an intelligent way. Mistakes can have serious consequences. Inadequate ventilation can cause moisture problems, insufficient protection from summer heat makes classrooms too hot. Additionally, actual energy savings are often lower than theoretical estimates when the work is poorly coordinated.
Thus, the debate shifts from simple financing to the country’s industrial capacity. France needs not only investments but also an efficient supply chain: training centers, artisan companies, engineers, material suppliers, and local construction companies.
The problem of narrow time windows
Let’s add an organizational factor that Pannier-Runacher explicitly points out: the timing of the work execution. Schools can only be renovated to a limited extent during the school year. Many broader interventions must therefore take place during the summer holidays.
This drastically reduces the available time windows. Municipalities often try to carry out as many jobs as possible simultaneously within a few weeks. For the construction sector, this means enormous peak loads. Even with enough financial resources, it is impossible to manage thousands of sites in parallel within such short times.
This problem will likely worsen in the years to come. France has set ambitious climate goals and is under European pressure to significantly reduce the energy consumption of buildings. Public buildings play a central role, as they represent a considerable part of energy consumption.
Schools as a symbol of the French infrastructure crisis
The issue is also politically sensitive because many French schools are in poor condition. A large part of the building heritage dates back to the 1960s and 1970s. During that time, numerous school complexes were built quickly and cheaply, often with poor energy quality.
Today many facilities suffer from old and inefficient heating systems, poor insulation, and insufficient ventilation. The European energy crisis since 2022 has further exacerbated the problems. Numerous municipalities have had to face drastically increased heating costs, while at the same time pressure for decarbonization has grown.
Added to this is the growing importance of heat protection. France has been experiencing increasingly intense heat waves for years. Many school buildings are not prepared for this. In summer, classrooms become partially unbearably hot, which is increasingly becoming an educational and health issue.
A shift in political thinking
Pannier-Runacher’s statement therefore also marks a rhetorical shift within the French government. For a long time, politics mainly presented ecological transformation as a financial issue. Now practical feasibility is gaining more prominence.
This concerns not only the refurbishment of buildings. Similar problems arise in the development of renewable energies, the power grid, or transportation infrastructures. Everywhere the same question arises: does France really have sufficient industrial capacities and personnel to manage the transformation at the planned pace?
The minister thus indirectly suggests that the ecological turn might fail less due to political objectives and more due to the capacity of the real economy. Climate policy is therefore entering a new phase: moving away from symbolic declarations, closer to issues of production capacity, training, and organizational efficiency.
It is perhaps here that the greatest challenge of the coming years lies. The energy transition is not decided only in ministries or at international climate conferences. It is also decided at construction sites, vocational schools, and local craft establishments.
