RN MP Ménagé Wants to Cut EU Contribution to Fund Fire Protection

Paris – 30 July 2026: French MP Thomas Ménagé of the Rassemblement National (RN) has proposed reducing his country’s contribution to the European Union budget and investing the funds freed up in fire protection. Speaking to franceinfo, he cited additional Canadair firefighting aircraft and fire engines as possible purchases. In doing so, Ménagé links the acute risk of wildfires with his party’s long-standing criticism of the EU and public spending.

To justify the proposal, the MP referred to an increase of around six billion euros in France’s contribution. The budget laws confirm the direction and approximately the scale: 23.10 billion euros were earmarked as a transfer to the EU budget for 2025, while 28.44 billion euros are budgeted for 2026. This produces a calculated difference of 5.34 billion euros. The amount is set out in the French budget law as a revenue deduction in favour of the Union.

However, an immediate national reallocation is not possible. France’s contribution is governed by the European own-resources rules and the EU budget adopted annually. The government in Paris cannot unilaterally reduce its payments without breaching obligations to the Union. Changes would require negotiations among the member states and decisions through the European budget procedure. Ménagé’s proposal is therefore primarily a political demand for different spending priorities.

According to the Council of the European Union, the EU budget for 2026 amounts to 192.8 billion euros in commitments and 190.1 billion euros in payments. It finances, among other things, agricultural policy, regional development, research, border protection and joint crisis-response instruments. France is one of the net contributors, but it also receives substantial funding from European programmes. Simply comparing the national contribution with the price of individual firefighting aircraft overlooks these returns and common expenditures.

Nevertheless, a specific procurement issue lies behind the demand. In addition to the purchase price, firefighting aircraft entail long-term costs for maintenance, crews, spare parts and infrastructure. France’s civil protection service fights major vegetation fires from the air and on the ground; the availability of these resources becomes particularly important during summer heatwaves and droughts. French capacities also support mutual European assistance when a country requests help during a disaster.

Ménagé’s calculation assumes that a lower EU contribution would be fully available for national investment. It remains unclear which European programmes would receive less funding in the event of an overall cut. The debate comes amid preparations for the Union’s next multiannual financial framework, in which member states and EU institutions will once again negotiate the scale and distribution of common spending.
