Fake Dementia Video About Edouard Philippe Fuels Fears of Interference

Paris – 05.08.2026: A false report circulated in July about former Prime Minister Edouard Philippe has heightened concerns in France about foreign interference attempts ahead of the 2027 presidential election. An account posing as news channel BFMTV claimed on July 21 that Philippe was suffering from dementia. The report was entirely fabricated. According to TF1’s findings, its dissemination bears the hallmarks of a known pro-Russian disinformation network.

The incident is politically sensitive because Philippe has announced his candidacy for the election in spring 2027. The fabrication directly targeted his personal and medical fitness. By imitating an established media brand, the claim was given an appearance of journalistic authority; at the same time, it could be rapidly spread on social networks.

The French monitoring body Viginum identifies foreign digital interference using several criteria. These include misleading content, artificial or coordinated dissemination, links to foreign actors, and possible harm to fundamental national interests. The service, which reports to the General Secretariat for Defence and National Security, is intended to protect public digital discourse from manipulation without assessing political opinions.

Its warnings are also based on experience from the current election year. During the municipal elections of March 15 and 22, 2026, Viginum recorded four foreign influence operations. In a report published on June 11, the agency described, among other things, the Rokh Solis network. Its websites and coordinated accounts on TikTok, Instagram, X, and Facebook targeted La France insoumise as well as individual candidates and members of parliament.

In February, Viginum also attributed a manipulated video campaign against President Emmanuel Macron, with high probability, to the Russian information apparatus Storm-1516. It constructed an alleged discovery in published documents relating to the Jeffrey Epstein case. According to the service, the operation used the technical infrastructure of the CopyCop network.

The government has since expanded the institutional framework. Decree No. 2026-70 of February 11 clarified Viginum’s powers, including for the automated analysis of publicly accessible data. In April, France and other countries in the G7 Rapid Response Mechanism also agreed on a joint method for describing such information networks. The aim is to record technical structures in a comparable manner and better coordinate official responses.

There is no evidence that the false report about Philippe influenced voting decisions. What has been documented, however, is an approach that attacks trust in candidates, the media, and verifiable information months before the actual presidential campaign. The deception derived its credibility above all from the convincing imitation of a well-known news outlet.
