Environment Minister Barbut remains in office after the pesticide controversy

Paris – 23.07.2026: French Environment Minister Monique Barbut remains in office after announcing her resignation on Wednesday. Following a meeting with President Emmanuel Macron, she stated that she would continue to carry out her duties as long as she had the assurance that she could act politically. The decision temporarily puts an end to an open government crisis, but leaves the underlying conflict over agricultural policy unresolved.

The trigger was Parliament’s final approval on Tuesday, 21 July, of a law on urgent agricultural aid. The law opens the possibility of reusing, under strict conditions, the active substances acetamiprid and flupyradifurone, which have so far been banned in France. The national authority for food safety, the environment and occupational health will decide on exceptional authorizations.

Barbut had opposed the measure and criticized the parliamentary process in particular. According to her account, she had been assured that the removal of the pesticide provision would be discussed. The government then allegedly prevented such a debate. Acetamiprid has been banned in France since 2018; for years, the active substances have been at the center of scientific and political controversy due to their possible effects on pollinators and other environmental areas.

The government justifies the opening by citing the difficult situation of certain agricultural sectors. Based on the provisions known so far, sugar beet cultivation and certain areas of fruit growing and nut cultivation are particularly affected. The exemption therefore does not constitute a general authorization for the use of these products. Nevertheless, for environmental associations and part of the scientific community, it represents a symbol of a shift in political priorities in favor of short-term production interests.

Macron did not accept Barbut’s offer to resign. After the Council of Ministers, government spokesperson Maud Bregeon stated that the president and the minister had acknowledged their differing assessment of the law, but that Barbut continued to enjoy the support of the head of state and Prime Minister Sebastien Lecornu. Thus, the Élysée Palace is for the time being preserving the cohesion of a cabinet that has repeatedly come under considerable pressure on environmental and agricultural issues.

For Barbut, remaining in office is tied to political conditions. She referred to Macron’s commitments on several environmental projects that she considers priorities, without publicly specifying all the agreements. Her position therefore now depends less on formal membership in the government than on whether these commitments will translate into concrete decisions on climate, biodiversity and environmental health.

The affair highlights an institutional conflict of objectives in French politics: the government must respond to the economic concerns of agricultural businesses while also credibly representing national and European environmental standards. Barbut remaining in office avoids an immediate personal rupture. However, it postpones the confrontation over the limits of exemptions in agricultural policy until the government’s next decisions.
