After Fire in Function Hall: Nighttime Curfew for Children Under 15

Amélie-les-Bains-Palalda – 04.08.2026: The southern French municipality of Amélie-les-Bains-Palalda in the Pyrénées-Orientales has imposed a nighttime curfew on unaccompanied children and teenagers under the age of 15. Under the reported rule, they may not be alone in public spaces between 11 p.m. and 6 a.m. The measure follows a fire in a function hall that is suspected to have been deliberately started.

According to the available information, two minors aged 10 and 13 have been linked to the fire. Details of the role they are alleged to have played, as well as any possible criminal-law or child-welfare consequences, were not initially disclosed. No further information has been provided on the cause of the fire or the property damage. In France, special rules apply to the criminal responsibility of minors; protective and educational measures may also be considered.

The curfew applies to all residents of the spa town under the age of 15 unless they are accompanied by their parents or another responsible person. It therefore extends far beyond the two minors connected to the fire. It is not yet known how long the order is intended to remain in force, what exemptions are planned, or how police or municipal authorities will enforce it.

The measure is also legally sensitive because of its history. On 27 February 2026, the then mayor had already issued a curfew for unaccompanied minors under 15. That order was to remain in effect until 31 May and prohibited them from being in public spaces between 10 p.m. and 6 a.m. The municipality justified it by citing possible disturbances of public order.

The Administrative Court of Montpellier suspended the earlier order in expedited proceedings on 2 April. According to the human rights organization Ligue des droits de l’Homme, there was insufficient evidence of specific disturbances that could justify such a broad intervention. The court therefore found that the restriction was neither necessary nor appropriate and considered it disproportionate.

The newly reported rule begins one hour later than the order suspended in the spring. The fire also provides a specific trigger, but the measure remains broadly aimed at all children and teenagers in the affected age group. It cannot be determined from the published information whether the municipality has issued a new order with detailed reasoning or whether legal action will be taken against it. For a legal assessment, the duration, geographical scope and demonstrable level of danger are likely to be particularly important. The previous order failed before the Administrative Court precisely because evidence of such a general danger was lacking.
