Ceuta Crisis Provides the Rassemblement National with Images for the Migration Debate

Ceuta – 03.08.2026: The mass border crossing from Morocco into the Spanish exclave of Ceuta became a subject of the French migration debate within days. According to Spanish authorities and international media reports, around 60,000 people entered the North African city area by land and water. Almost all have since returned to Morocco. However, the humanitarian consequences of the sudden border opening have not been resolved.

Over the weekend, authorities continued searching for victims along the coast. At least 72 deaths were reported on the Spanish side, while Morocco recorded another eleven deaths. It was initially unclear whether these figures overlap. Ceuta, a city with around 84,000 inhabitants, was overwhelmed in organizational and security terms by the arrival of tens of thousands of people in a very short period.

For the Rassemblement National, the event primarily provides striking television images and social media footage: people bypassing border installations, swimming through the water, or reaching Spanish territory in large groups. The party uses them as evidence for its long-standing claim that Europe’s external borders are insufficiently protected. The fact that most of those who entered quickly left Ceuta again hardly diminishes the political impact of the images.

The French debate is shaped by Ceuta’s special situation. The exclave is located on the African continent but belongs to Spain and therefore to the European Union. The incident thus raises the question of how national border controls and European cooperation at the external borders function. The RN regularly links this issue to demands for stricter controls and a significant limitation of immigration.

However, the situation can hardly be understood from a purely French perspective. Ceuta’s border regime depends substantially on cooperation between Madrid and Rabat. Morocco has long claimed Ceuta and Melilla; migration management is therefore part of a broader, politically sensitive relationship. The Spanish government avoided directly blaming Rabat in order not to jeopardize cooperation on migration and security issues.

The scale is also exceptional. By early July 2026, Spain’s National Security Department had recorded 2,582 irregular entries into Ceuta since the beginning of the year. The latest movement exceeded that figure many times over within a few days.

This did not create a new direct migration route for France, but it did create another point of reference ahead of the 2027 presidential election. The RN can incorporate the footage into its narrative of a loss of control at Europe’s borders. On the ground, the situation remains shaped by agreements between Spain and Morocco, as well as by the care provided to the people remaining in Ceuta.
