Just days before the start of the 2026 Football World Cup, Clermont-Ferrand is significantly tightening its security measures. The city administration is responding to a series of riots and property damage that have caused considerable tension in recent weeks. A central measure, which is causing nationwide debate, is a nighttime curfew for unaccompanied minors under 16 years old.
In the future, young people in this age group will not be allowed to be alone in certain parts of the city between 11 p.m. and 7 a.m. The areas affected are primarily the city center and the vicinity of the train station. This regulation applies for the duration of the World Cup and is part of a comprehensive security concept.
Response to Repeated Riots
The decision comes against the backdrop of several violent incidents that have occurred recently after football celebrations. Especially following Paris Saint-Germain’s triumph in the Champions League, various French cities experienced looting, arson, and attacks on emergency personnel. Clermont-Ferrand was not spared from these disturbances.
Mayor Julien Bony describes the curfew as an extraordinary but necessary measure. In his assessment, minors were disproportionately involved in the recent incidents. The city aims both to secure public order and to protect young people from dangerous situations.
No Fan Zones and Strict Regulations
The curfew, however, is only one element of a much broader security plan. Unlike many other French cities, Clermont-Ferrand is completely forgoing public fan zones. Large screens in public squares will not be allowed, even if the French national team advances far in the tournament.
While restaurants may continue to broadcast the matches indoors, additional large screens outdoors remain prohibited. At the same time, gatherings in certain zones are subject to time restrictions. There are also stricter rules for alcohol consumption in public spaces and a ban on barbecue events in public areas.
The authorities are paying particular attention to combating illegal fireworks and pyrotechnic devices, which were frequently used in previous riots. Inspections in public transport will also be intensified.
Security or Infringement on Freedom?
These measures highlight the tension many French municipalities face. On one hand, political pressure is growing to respond decisively to recurrent violence at major events. On the other hand, curfews and extensive restrictions on assembly raise questions about the proportionality of government interventions.
Clermont-Ferrand is among the cities that particularly emphasize prevention. Whether the chosen course will actually lead to greater security or further intensify the societal debate over freedom and control will likely become apparent during the World Cup.
