Édouard Philippe makes a campaign mark in Paris – Horizons targets young voters

Paris – 05.07.2026: Édouard Philippe on Sunday delivered his largest Paris appearance to date ahead of the 2027 presidential election at the Adidas Arena. According to the organizers and consistent media reports, around 5,000 supporters gathered at the publicly advertised, outward-facing event. The former prime minister thus presented himself in the capital as the central figure of Horizons, the party founded in 2021 which he leads.

Around the meeting, Arnaud Robinet, mayor of Reims and vice president of Horizons, emphasized in the program “Tout est politique” on Franceinfo the movement’s orientation: it wants to convey confidence and in particular address young people. Robinet also pointed to his role as president of the Fédération hospitalière de France, which gives him additional visibility on health policy issues. Substantively, the message, according to consistent reports, aimed at a willingness to reform, for example in education and social mobility.

For Philippe the appearance served a dual purpose. On the one hand, it was about consolidating Horizons’ still-young structures in Paris and nationwide, networking candidates and binding volunteer forces. On the other hand, the event was meant to make visible an independent political identity that sets itself apart from traditional camps. The staging relied on a clear visual line in blue, white and red; the format resembled a classic mobilization event with speeches, supporter statements and musical interludes.

Positioning within the French party spectrum remains decisive for Philippe. As a former prime minister under Emmanuel Macron he is trying to retain moderate-bourgeois voter groups while at the same time gaining new groups. The emphasis on youth addresses debates about training pathways, the purchasing power of young entrants to the workforce and the financing of public services. Observers point out that in the early phase of a presidential cycle, especially education, health and regional policy can shape the agenda.

In the political calendar, the Paris meeting marks the visible start of a longer lead-up to 2027. According to the organizers, further regional dates are planned in the coming months to expand structures beyond the metropolis. At the same time, programmatic guidelines are being sharpened within the party and its environment. Concrete personnel decisions for a future campaign team were not presented on Sunday; instead the message was the focus: to gather supporters and address undecided voters. Media reports emphasized that the appearance mainly served as a test scenario for content, tone and mobilizing power.
