Montbéliard – 08.07.2026: Édouard Philippe on Wednesday reinforced his presence in Montbéliard and in towns near Belfort in the eastern French prefecture region and put the idea of a second-round duel against Marine Le Pen into the public sphere. In his speech he stressed that a country cannot be governed with anger, thereby drawing a clear contrast to the Rassemblement National.
Philippe, who is running as the founder and leading figure of Horizons, sought at the meetings to anchor his position as the central candidate of the moderate centre. He presented himself as a guarantor of order and institutional stability, while also as an advocate for efficient economic and social policy reforms. His apparent aim is to win back votes from conservative voters who are wavering between LR and a moderate executive project.
The appearances took place against the background of considerable legal and political uncertainties surrounding Marine Le Pen‘s candidacy: the decision of the Paris Court of Appeal about her possible Inéligibilité remains in the public spotlight, influencing the dynamic of the primary phase. Philippe used this situation to steer the debate toward the question of a plausible rival to the right-wing populist.
At the same time he addressed pointed remarks to the camp to the left of centre: he said he would not allow Jean‑Luc Mélenchon to complement right-wing populism in a head-to-head scenario. Philippe warns of a fragmentation of republican votes that could pave the way for a Le Pen‑vs‑Mélenchon duel, which he described as a “nightmare” for France’s political stability.
Analytically, it remains open whether Philippe has the necessary reach to assert his role as the main opponent of the right. Recent polls show a fragmented party landscape; mobilization in regions like the Territoire de Belfort is nonetheless considered strategically important for his campaign. There, economic worries and questions of public security meet historical political fault lines.
From an institutional point of view, Philippe depends on the consolidation of alliances and on clear programmatic offers in order to have an effect beyond a mere narrative of distinction. His rhetoric aims to bring moderate voters together while preventing the mechanisms of a possible right-left confrontation.
The coming weeks should show whether Philippe successfully establishes the intended polarization against the Rassemblement National or whether the French presidential election remains further shaped by judicial decisions and the multiplicity of political forces.
