The delay in school renovations in France: Why money is no longer enough

With a notably frank statement, the French Minister of Energy, Agnès Pannier-Runacher, has pointed out a central problem of ecological transformation. Regarding the energy renovation of schools, she declared: “The problem is not necessarily a matter of financial resources, but also a problem of structuring the sector, that is, the capacity to carry out the work within the planned time.” This statement points to a development that goes far beyond individual school buildings. France is increasingly approaching the limits of its practical capacity to implement the energy transition.

The bottleneck is at the construction sites

In the political debate, the issue of investment sums long prevailed. Multibillion-dollar programs for ecological transformation were considered a decisive lever to achieve European climate goals. But it is now clear that public money alone does not guarantee rapid implementation.

Precisely in the energy renovation of public buildings, a structural problem becomes apparent. France has subsidy programs, state aid, and opportunities for European financing. At the same time, in many regions there is a lack of companies that can effectively carry out the work.

The energy modernization of schools is among the technically most complex areas of construction. Insulation, window renovation, heating system changes, ventilation systems, or roof repairs must be coordinated with each other. Added to this are new requirements for heat protection and energy efficiency. However, many municipalities report long waiting times, a lack of specialized companies, and tenders that barely attract any bids.

The situation is especially difficult in rural regions. There, specialized workshops or engineering offices with sufficient capacity are often lacking. At the same time, pressure on municipalities to modernize their buildings more quickly is increasing.

A shortage of qualified professionals

Behind the problem is, above all, a deficit of qualified personnel. France has been struggling for years with staff renewal issues in the construction and craft sectors. Many professions are considered physically demanding and socially unattractive. Numerous companies no longer find workers with sufficient qualifications.

Energy renovation increasingly requires highly specialized skills. Modern buildings must not only be insulated, but also technically planned intelligently. Mistakes can have serious consequences. Poor ventilation can cause moisture problems, insufficient heat protection in summer can lead to overheated classrooms. Moreover, real energy savings often fall short of theoretical calculations if the work is poorly coordinated.

In this way, the debate shifts from pure financing to the industrial capacity of the country. France not only needs investments but also a functional value chain: training centers, workshops, engineers, material suppliers, and local construction companies.

The problem of tight deadlines

Added to this is an organizational factor that Pannier-Runacher expressly highlights: the timing of the work. Schools can only be renovated to a limited extent during the school year. Therefore, many important projects must be done during the summer holidays.

This drastically reduces the available time windows. For this reason, municipalities often try to carry out as many works as possible simultaneously within a few weeks. For the construction industry, this means enormous peak loads. Even if there were enough money, it is not possible to manage thousands of projects simultaneously in such a short time.

This problem will likely worsen in the coming years. France has set ambitious climate goals and is under European pressure to significantly reduce the energy consumption of buildings. Public buildings play a central role, as they represent a significant share of energy consumption.

Schools as a symbol of the French infrastructure crisis

The debate is politically sensitive also because many French schools are in poor condition. Much of the building stock dates back to the 1960s and 1970s. During that time, numerous school complexes were constructed quickly and economically, often with low energy quality.

Currently, many facilities suffer from deteriorated heating systems, poor insulation, and insufficient ventilation. The European energy crisis since 2022 has further exacerbated these issues. Numerous municipalities have had to face sharply rising heating costs while the pressure to decarbonize increased.

Additionally, the growing importance of heat protection. France has been experiencing increasingly intense heat waves for years. Many school buildings are not prepared for this. During summer, many classrooms become unbearably hot, becoming an increasingly important issue for education policy and health.

A change in political thinking

Pannier-Runacher’s statement also marks a rhetorical shift within the French government. For a long time, policy primarily framed the ecological transformation as a matter of financing. Now practical feasibility is gaining greater prominence.

This does not only affect building renovations. Similar bottlenecks are observed in the expansion of renewable energies, the power grid, or transport infrastructure. In all cases, the same question arises: Does France have sufficient industrial and personal capacities to face the transformation at the planned pace?

The minister thus indirectly suggests that the ecological transition might fail less due to political goals than due to the productive capacity of the real economy. Climate policy is entering a new phase: moving away from symbolic announcements and focusing on production capacity, training, and organizational efficiency.

This is probably where the greatest challenge of the coming years lies. The energy transition is not decided only in ministries or international climate conferences. It is also decided on construction sites, in vocational schools, and in the local structures of skilled trades.
