Paris – 22 July 2026: The French environmental group France Nature Environnement is calling on Environment Minister Monique Barbut to translate her renewed public attention into political influence. Barbut initially announced her resignation on Wednesday but decided to remain in office after speaking with President Emmanuel Macron. The group now expects the minister to give greater prominence to environmental issues within the government once again.
The crisis was triggered by the final adoption of the bill on the protection and sovereignty of agriculture. On 20 and 21 July, parliament approved a compromise text that would allow exceptions to the French ban on two plant protection products under narrowly defined conditions: acetamiprid and flupyradifurone. The national Agency for Food, Environmental and Occupational Health and Safety, Anses, is to decide on individual authorisations.
The two active substances are approved at European Union level but have so far been prohibited in France. Supporters of the measure point to technical difficulties in certain agricultural production sectors and competitive disadvantages compared with other EU countries. Critics see it as a weakening of the precautionary principle and warn in particular of risks to pollinators, waterways and biodiversity. The exemption provision was the most politically controversial part of the law.
Before her meeting with Macron, Barbut said that, given the balance of power, she no longer had the means to achieve her environmental policy goals. According to her office, she decided to stay because the president had assured her of his support. Government spokeswoman Maud Bregeon also confirmed that the head of state and the minister hold differing views on the final version of the agricultural legislation.
France Nature Environnement therefore sees the minister’s continued tenure as more than a mere personnel matter. The group hopes that Barbut will use the profile gained through the resignation dispute to make environmental and nature protection more visible in political decision-making. This primarily means ensuring that ecological consequences are considered earlier and more bindingly in legislation on agriculture, water management and land use.
Institutionally, however, Barbut remains dependent on the support of the president, Prime Minister Sébastien Lecornu and the other ministries. The agricultural law shows that the Environment Ministry has only limited ability to prevail in conflicts with agricultural and economic policy interests. The decision not to resign for now prevents an open government crisis, but it does not resolve the underlying conflict between production interests and environmental standards.
For the minister, the next test will therefore lie less in public statements than in concrete procedures: in possible Anses decisions, in the design of the exemptions, and in future budgetary and legislative proposals. France Nature Environnement demands that the government not treat the matter as a short-lived episode, but use it as an opportunity to pursue a more robust ecological course.
