Paris – 08/08/2026: France has created the legal basis for the approval of autonomous delivery robots. A regulatory text published in the Journal officiel on Friday, 7 August, allows manufacturers to apply for authorization for such vehicles. The government aims to move the technology from the testing phase into industrial manufacturing.
The small electric vehicles are intended primarily to handle deliveries on the so-called last mile, meaning between the distribution center, shop and recipient. This stage is often particularly costly and labor-intensive for logistics companies. In densely built-up cities, delivery traffic also causes noise, emissions and additional demand for space. Robots could be particularly suitable for short distances and small consignments.
The new legal framework initially concerns the approval of the vehicles. It does not constitute blanket permission to deploy delivery robots on all roads and sidewalks. Technical authorization must be distinguished from the respective operating permit. Local traffic conditions, safety measures and responsibilities remain decisive for deployment.
Municipalities and operators must therefore continue to determine on which areas the vehicles may operate. It must also be clarified how pedestrians are protected, who can intervene in the event of a malfunction and how accidents or property damage are handled. Especially on narrow sidewalks, even a slow-moving robot can become an obstacle, for example for people using wheelchairs, pushchairs or with visual impairments.
With this step, the Ministry of Transport removes a regulatory obstacle. Until now, France had advanced autonomous mobility primarily through pilot projects, automated shuttle services and regulations for automated road transport systems. However, delivery robots lacked a dedicated approval pathway designed for manufacturing on a larger scale.
The economic significance initially lies in the standardization of a young technology. Manufacturers can develop their models under clearer specifications, while investors gain a more predictable framework. Logistics companies, meanwhile, can assess whether recurring delivery trips involving small consignments can be automated. This does not imply a rapid displacement of conventional delivery services.
Technically, deployment possibilities remain limited. The vehicles move slowly, carry only modest loads and require reliable sensors, digital maps and stable data connections. Construction sites, parked vehicles, curbs, confusing intersections and heavily frequented sidewalks pose considerable challenges for autonomous systems. There are also issues of cybersecurity and liability in the event of malfunctions.
France is linking the new approval pathway to industrial policy expectations without abandoning requirements for safety and operation. Whether this results in a broad market will now depend above all on whether manufacturers can provide robust technical evidence and operators can identify suitable areas of deployment.
