Paris – 09.07.2026: The lawyer and senator Francis Szpiner (Les Républicains) was on July 9, 2026 in Paris formally “mis en examen” — criminally accused of passive corruption. At the center of the investigations is the allocation of a social housing unit in the 16th arrondissement in 2023, when Szpiner was still district mayor there. According to consistent media reports, the suspicion is that the allocation may have been granted in exchange for sexual acts.
Investigations have been ongoing since 2024. According to press reports, the basis for the now expanded judicial review is above all the testimony of the recipient of the apartment. Szpiner denies the allegations and stresses his innocence. The Paris public prosecutor’s office had already previously confirmed that it is investigating corruption. With the formal accusation an investigating judge takes over the direction of the further steps. It is not a conviction, but it does allow procedural measures and intensified coercive actions, such as the analysis of electronic communications or the requisition of documents.
In corruption cases related to housing allocation, the minutes of the responsible committees, internal criteria catalogs and the documentation of waiting lists play a special role. Observers point out that the traceability of decisions in large cities is often disputed — especially when social housing is scarce. In Paris, selection is usually the responsibility of local allocation commissions that prioritize according to established social criteria. The case is politically sensitive. Szpiner is a well-known figure of the center-right camp and represents Paris in the Senate. For his party, the issue concerns credibility on questions of integrity; at the same time the presumption of innocence applies. No concrete internal party measures were known by editorial deadline.
