Frenchman of Lebanese origin files complaint in Paris over alleged war crimes after airstrike in Tyr

Paris – 02.07.2026: A man of Lebanese origin living in France filed a criminal complaint with a civil-party claim in Paris on Tuesday over alleged war crimes and crimes against humanity. The case concerns the deaths of his mother, his sister and a nephew and a niece, who are said to have been killed on 16.04.2026 in an airstrike on a residential building in Tyr in southern Lebanon. According to his legal representatives, the complaint is based on photo and video material, local investigative reports and consistent witness statements.

The filing was lodged with the tribunal judiciaire de Paris. The unit responsible for international criminal cases there is the division specializing in core international crimes, the so-called Pôle crimes contre l’humanité. First, the public prosecutor’s office will examine admissibility and international jurisdiction. In France, this can involve in particular the principle of universal jurisdiction and special rules on jurisdiction for suspects or victims living in France or with a French connection. Whether an investigating judge will be appointed and an inquiry opened is still open.

The complaint is directed at as-yet-unknown officials of the alleged attackers. According to the lawyers, possible violations of international humanitarian law — including the protection of civilians, the principle of proportionality and the prohibition of indiscriminate attacks — are to be examined. Human rights organizations such as Human Rights Watch and Amnesty International have repeatedly called in recent weeks for independent investigations into attacks in southern Lebanon and have documented individual incidents. These reports can prompt investigations, but do not replace evidence gathering by state authorities.

International criminal proceedings before national courts are considered complex: solid evidence is required regarding target selection, the chain of command and the means used. Forensic analyses, satellite data, munitions analyses and witness statements must regularly be brought together. Added to this is the challenge of gaining access to crime scenes and potential witnesses in an active conflict environment, which affects the duration and scope of investigations.

The case joins a number of proceedings in which victims of transnational violence bring acts with a France connection before domestic courts. For the victims’ relatives, alongside a possible criminal attribution of responsibility, official recognition of the suffering endured is a priority. The Paris judiciary has registered receipt of the complaint; a legal preliminary review now follows, during which jurisdiction, evidence preservation and, if necessary, international legal assistance will be decided.
