Heat and Politics: Écologistes Announce Motion of No Confidence Against the Lecornu Government

Paris – 30.06.2026: During question time in the National Assembly on Tuesday there was a sharp verbal confrontation between Prime Minister Sébastien Lecornu and Cyrielle Chatelain, chair of the Écologistes et social group. The trigger was the question of whether the executive had adequately prepared France for the recent heatwaves. Chatelain accused the government of inadequate preparation and announced that her group would bring a motion of no confidence against the Prime Minister, which she said would receive support from other left-wing groups.

Lecornu rejected the accusations and said there had been no inaction. He pointed to an interministerial crisis meeting at the end of June in which priorities and scenarios for dealing with heat periods were established. He also criticized partly unverified figures from the opposition regarding possible heat-related deaths. According to the government, warning levels and recommended actions were communicated through the competent authorities; Météo-France and the Interior Ministry had recently highlighted the risks and instructed local actors to review emergency plans.

According to the state portal info.gouv.fr, on June 23 a Cellule interministérielle de crise convened. It is intended to ensure short-term coordination between ministries, prefectures and municipalities and at the same time examine medium-term measures such as heat protection plans for sensitive facilities as well as longer-term adaptations, for example in infrastructure and urban planning. These typically include cooling rooms in municipalities, special protective measures for care facilities, guidance for schools and employers, and prevention campaigns for particularly vulnerable groups.

Politically, the conflict gains new momentum with the announcement of the no-confidence motion. In France a government can only be brought down by an absolute majority of deputies. Successful motions of no confidence are historically rare, but they regularly serve the opposition as a tool to scrutinize government action and to build pressure. Decisive now are the number and breadth of supporters in the left-wing camp as well as the timetable in the parliamentary calendar. If the motion is placed on the agenda, a public vote would follow, which would again put the government’s course on heat protection policy into focus.

Beyond the immediate exchange of blows, the practical question remains of how quickly additional capacities for heat prevention can be mobilized. Municipalities and hospitals have for years pointed to staffing and equipment needs during extreme weather events. Adjustments to labor law for heat spikes as well as investments in urban greening, shading and access to drinking water have long been on local priority lists. The dispute in the Assemblée nationale makes visible that the assessment of past measures and the financing of future projects are now becoming a political test.
