Lecornu seeks unity within government bloc ahead of agriculture bill

Paris – 19 July 2026: Prime Minister Sebastien Lecornu plans to receive the leaders of the parliamentary groups in the so-called joint government bloc on Monday, 20 July. The meeting is scheduled just hours before the National Assembly’s planned vote on the compromise text for the law on protection and agricultural sovereignty. According to information from Franceinfo, the government is seeking to consolidate its parliamentary base ahead of a politically sensitive vote.

The bill was prepared following the agricultural protests of winter 2025/2026. The cabinet submitted it to the Council of Ministers on 8 April, and the National Assembly began considering it in May. Following the first reading and deliberations in the Senate, members of parliament and senators agreed on a version in a joint mediation committee on 16 July. It must now be approved by both chambers.

The National Assembly vote on 20 July is not merely a formal final step. The compromise is based in key respects on the Senate’s deliberations and has prompted reservations among centrist lawmakers. Particularly controversial are provisions that could allow exemptions, under strict conditions, for the use of certain plant protection products. Water-law provisions and simplified approval procedures for agricultural projects are also among the points of contention.

The mediation committee has scaled back or removed several far-reaching Senate proposals on water management. These included provisions on agricultural water storage, the regulation of water abstraction and the definition of wetlands. At the same time, the issue of limited exemptions for the active substances acetamiprid and flupyradifurone remained particularly politically sensitive. The final decision on possible approvals would be subject to the competent health and environmental authority, Anses.

For Lecornu, this is therefore about more than a sector-specific law. The government must demonstrate that, in a fragmented National Assembly, it can bring the parliamentary groups supporting it into line behind a common position. The law combines concerns relating to agricultural incomes, generational renewal and soil protection with issues of environmental and health protection. This very combination makes unified approval within the centrist camp more difficult.

The Conference of Presidents of the National Assembly had scheduled consideration of the mediation committee’s conclusions for the sitting week beginning on 20 July. Following the lawmakers’ vote, the Senate is due to decide on the text on Tuesday, 21 July. The parliamentary process will be complete only if both chambers adopt the same compromise. A rejection in the National Assembly would immediately derail the government’s timetable.
