Lescure announces talks on the economic consequences of the heatwave

Paris – 23 July 2026: French Minister of Economic Affairs Roland Lescure intends to launch broad consultations after the summer break on the impact of recent heatwaves on the economy and the world of work. Companies, employee representatives and other relevant stakeholders will come together. The aim is to assess the actual consequences of extreme temperatures and determine whether existing protection rules need to be adjusted.

Lescure stated on Thursday that the talks should clarify in particular whether legal regulations and provisions of the Labour Code need to be amended. The focus is therefore not only on immediate production losses, but also on work organisation, health protection and the strain on workers in occupations that are particularly vulnerable to heat. No specific legislative proposals or binding timetable for the consultations have yet been mentioned.

The announcement follows several exceptionally warm periods this summer. According to the Directorate General of the Treasury, 24 June 2026 was the hottest day ever recorded in France. The authority points out that high temperatures hamper economic activity, make the renovation of buildings an important adaptation issue and raise new questions about the design of working conditions.

Employers are already subject to rules for protecting workers during extreme heat. They must include thermal risks in their risk assessment, organise appropriate preventive measures and inform their teams about health risks. In the event of official warnings of severe heat, work processes must be adaptable, for example through adjusted working hours, longer recovery periods or the suspension of particularly strenuous work.

The health dimension is increasing political pressure. Santé publique France reported on 22 July at least 5,764 deaths above the expected level for the period from 17 June to 2 July. Ninety-two departments were affected, and thus virtually the entire population of mainland France. The authority stresses that protective and precautionary measures should not be introduced only after health damage has been identified.

Other economic sectors are also affected by heat and drought. At the beginning of July, the Ministry of the Environment had announced strengthened coordination of public services to secure water resources, contain forest and vegetation fires, monitor air quality and address damage in livestock farming. The planned consultations in the autumn are now intended to systematically identify the need for action in labour and economic policy.

Whether this will lead to changes in the Labour Code, new sector-specific rules or primarily better implementation of existing regulations remains open. However, Lescure’s initiative signals that the consequences of extreme heat should not be treated merely as a temporary weather situation. The announced assessment is intended to turn the lessons of the summer of 2026 into long-term measures for workers and companies.
