Parliamentary assistants affair: RN spokesperson Julien Odoul files an appeal to the Court of Cassation

Paris – 07.07.2026: The deputy and spokesperson of the Rassemblement National (RN), Julien Odoul, on Tuesday filed an appeal with the Cour de cassation against the recent appellate ruling in the parliamentary assistants affair. The Cour d’appel de Paris had found him guilty of receiving stolen goods in connection with the embezzlement of public funds. Odoul disputes the legal assessment and wants the application of substantive law as well as procedural issues to be reviewed.
In the first instance Odoul had already been convicted; the appellate judges have now confirmed a prison sentence of eight months as well as a one-year loss of the right to stand for elected office. While some co-defendants were handed considerably harsher sanctions, Odoul’s sentence was at the lower end. Politically, this raises the question of whether and when the verdict will have consequences for his mandate. As long as the cassation proceedings are pending, the conviction generally has no immediate exclusionary effect, unless there are separate enforcement orders.
The case is part of a long-running complex concerning alleged sham or improper uses of Members’ allowances at the European Parliament between 2004 and 2016. At its core it is about distinguishing between party-political activity and permissible parliamentary assistance. The Paris appellate court on Tuesday upheld the guilt of several defendants and additionally imposed sanctions against the party as a legal entity. According to the courts, the different roles and responsibilities of the parties involved were taken into account.
A Pourvoi en cassation is not directed at the findings of fact but is limited to questions of law. The Court of Cassation examines whether the appellate court correctly applied the law and conducted the proceedings properly. The acceptance and review process can take several months; there is no automatic suspension of the effects. If the judgment is quashed, the case normally goes back to a different chamber of the appellate court. If the cassation is unsuccessful, the appellate judgment becomes final.
For the RN the proceedings have immediate political relevance: several leading party figures bear responsibility in the affair or have already been convicted. Shortly before the start of the electoral cycle for the 2027 presidential election, the judgment increases pressure on the party leadership to make internal processes and the use of public funds transparent. At the same time, Odoul’s camp stresses that the cassation proceedings are necessary to clarify the legal status, job profile and assignments of parliamentary assistants. How much the affair burdens the RN in ongoing political operations now depends largely on the progress in the cassation and any further judicial decisions.
