RN spokesperson Giacobelli attacks the government following Barbu’s change of course

Paris – July 23, 2026: Laurent Jacobelli, spokesperson for the National Rally (RN), sharply criticized the government following the continued tenure of Environment Minister Monique Barbut. In a Thursday interview, the Moselle representative described the cabinet as incompetent and said that hardly anyone besides Barbut would want to join the government. The remarks are part of the RN’s opposition campaign against the administration’s climate and crisis response policies.

The trigger was a dispute that escalated within hours on Wednesday, July 22. After parliament passed an emergency agriculture bill, Barbut offered her resignation to President Emmanuel Macron. In particular, she opposed a provision allowing conditional, time-limited exemptions again for two pesticides banned in France.

Macron refused the resignation. According to the government, Barbut remained in office after both sides acknowledged their disagreement over the law. Government spokesperson Maud Bregeon named water policy, forest protection, and environmental health as three areas in which the minister should continue her work. Through her entourage, Barbut explained that she wanted to continue bearing responsibility in light of the already noticeable effects of climate change and environmental health issues.

Jacobelli linked the events to recent heatwaves and fires in France. He accused the government of inadequate preparedness and presented RN proposals as a means of better protecting particularly vulnerable people. However, he did not mention any specific new measures by the party in the interview. His assessment that the government as a whole lacks the ability to govern is a political evaluation, not a verifiable factual claim.

Nevertheless, the dispute over the resignation highlights a clash of institutional objectives. The agriculture law symbolizes the pressure to reconcile agricultural production, competitive conditions in Europe, and environmental regulation. In Barbut’s view, her objection is directed at ecological protection standards once again being subordinated to short-term economic interests. At the same time, the government is seeking to narrow the conflict to the issue of limited exemptions and future protective measures.

For Macron, the minister’s continued tenure avoids an open cabinet crisis for the time being. However, the political damage remains clear. An environment minister publicly considering resignation indicates tensions between the ministry’s environmental policy and the parliamentary majority supporting the agriculture law. The RN is exploiting this weakness, presenting climate resilience, fire prevention, and social security as evidence of a broader failure of governance.

Since October 2025, Barbut has been responsible for ecological transition, biodiversity, and international climate and nature negotiations; her role was confirmed after the government took office on February 26, 2026. It remains unclear whether her continued tenure will lead to changes to the agriculture law. For now, the Élysée Palace has contained the personnel crisis, but the fundamental conflict over the scope of France’s environmental policy remains unresolved.
