Row over Heat Deaths: Government Contradicts Figure of 10,000 Victims

Paris – 01.07.2026: During the question period in the Assemblée nationale, there was a heated exchange on 30 June between Prime Minister Sébastien Lecornu and the leadership of the Écologistes parliamentary group. Its deputies had in recent days cited 10,000 deaths as the alleged toll of the latest heatwave. Lecornu rejected the figure as false and outrageous and demanded that the debate be based on verifiable data.

Paris – 01.07.2026: The Écologistes said they based their figure on regional reports of sudden deaths, on emergency deployments by rescue services and on indications of increased mortality in certain départements. At the same time, the group announced it would prepare a motion of no confidence and request a parliamentary inquiry to examine preparedness, alert chains and the coordination of authorities during the heat period.

Paris – 01.07.2026: Government offices point out that a reliable national tally is only possible on the basis of consolidated death registers. Santé publique France, together with Météo-France, collects health indicators and heat alerts; statistically robust statements about a nationwide excess mortality are only available once the data from civil registries have been fully submitted and reconciled. So far, the responsible authorities have not confirmed a total number on the scale cited by the Écologistes.

Paris – 01.07.2026: The Prime Minister had already convened an interministerial crisis unit to coordinate measures for particularly vulnerable groups. Measures named include heat protection plans in hospitals and care facilities, additional emergency capacity, and information campaigns on taking drinking breaks, cooling and neighborhood assistance. Opposition criticism is mainly directed at the speed, scope and targeting of prevention, particularly in nursing homes and disadvantaged districts.

Paris – 01.07.2026: Experts warn of methodological caution. Rapid summations from press reports or local figures can lead to double-counting or fail to correctly reflect seasonal fluctuations. It is therefore customary to determine excess mortality compared with expected baseline values, adjusted for demographic effects. Only this analysis allows reliable conclusions about the contribution of extreme heat to increased mortality and about the effectiveness of countermeasures.

Paris – 01.07.2026: Politically, the dispute intensifies the broader debate about climate adaptation, alert chains and the executive’s responsibility in extreme weather. Results of the announced parliamentary work and the ongoing analyses by Santé publique France will set the framework for further decisions — for example on equipping municipal cooling centers, on heat-related occupational safety, and on investments in building cooling and urban green space.
