Water restrictions apply in nearly 70 percent of France

Paris – 10.08.2026: Nearly 70 percent of French territory is now subject to restrictions on water consumption, according to the government. Due to the ongoing drought, the executive plans to convene the bodies responsible for water management on Wednesday, August 12. Discussions will cover the state of resources, the consequences for agriculture, drinking water supply and the economy, as well as coordination between the state and local authorities.

The figure points to an exceptionally widespread strain, even though the specific rules vary from one department to another, and in some cases even from one municipality to another. Depending on the hydrological situation, prefects can restrict irrigation, the filling of private swimming pools, vehicle washing, garden watering or industrial withdrawals. Households and businesses must therefore follow the respective local regulations.

The crisis has intensified since early summer. According to the government report of July 27, a total of 91 departments were already affected by restrictions on July 24; eight others were under increased monitoring. In mid-July, 60 percent of recorded groundwater monitoring stations were below the seasonal norm. Ten percent of gauges on flowing waterways reported levels considered exceptionally low compared with the past 50 years.

A pronounced rainfall deficit in spring and repeated heatwaves have caused soil moisture to fall rapidly. Dried-out soils are less able to absorb rain, while high temperatures intensify evaporation. Small headwaters and tributaries come under pressure first. At the same time, water demand is rising in agriculture, households and parts of the economy.

The Environment Ministry had already ordered greater mobilization of state services at the beginning of July. Regional prefects were instructed to closely monitor endangered areas and swiftly impose restrictions when defined thresholds were reached. The procedure provides for several warning and intervention levels. At the highest level, withdrawals are generally limited to priority purposes such as drinking water supply, health and public safety.

The crisis meeting is being prepared through the work of the Hydrological Forecasting and Monitoring Committee, CASH. There, ministries, Météo-France, the geological research institute BRGM, water authorities and other specialist bodies assess measurement data. The government aims to limit acute conflicts over water use and prevent particularly vulnerable municipalities from temporarily being left without a secure drinking water supply.

There are considerable regional differences. At the start of summer, reservoirs in some places still had relatively high reserves, but they were used earlier than in previous years to stabilize low river flows. The restrictions therefore do not constitute a uniform nationwide ban, but are based on local prefectural decisions within a framework set by the state.
