Macron’s final 14 July marked by European deterrence

Paris – 14 July 2026: France marked its National Day with an exceptionally large military parade on the Champs-Elysees. A total of 6,686 servicewomen and servicemen marched, including nearly 500 members of the Coalition des volontaires, a France- and United Kingdom-backed alliance supporting Ukraine. Emmanuel Macron was thus presiding over his tenth and final 14 July parade as head of state ahead of the 2027 presidential election.

The ceremony, placed by the Elysee Palace and the Ministry of the Armed Forces under the theme of Europe’s strategic awakening, combined national representation with a foreign-policy signal. In addition to ground troops, the display included 315 vehicles, 98 aircraft, 31 helicopters and 193 horses from the Republican Guard. According to official figures, it was the largest number of marching soldiers ever seen at a National Day parade on Paris’s grand avenue.

The international dimension was particularly visible. Contingents from 35 countries in the Coalition des volontaires opened the parade; their participation was intended to underline the willingness of European partners and other allies to support Ukraine politically and in security matters even after a possible ceasefire. The coalition had discussed long-term security guarantees for Kyiv in Paris on 13 July.

The guest of honour in the stands was Ukrainian President Volodymyr Zelenskyy. According to sources in Paris, the heads of state and government present also included German Chancellor Friedrich Merz, British Prime Minister Keir Starmer, Polish Prime Minister Donald Tusk and Spanish Prime Minister Pedro Sanchez. The gathering therefore directly linked the celebrations to Russia’s war of aggression against Ukraine and the debate over Europe’s capacity for defence.

Alongside French Rafale, Mirage and transport aircraft, the air parade also featured aircraft from European partners. The Ministry of the Armed Forces had deliberately designed the programme to showcase the modern interaction of land, air, naval and digital forces. For the first time, the Commandement du numerique de defense also took part, with 138 military personnel. This placed the protection and management of military data networks alongside conventional weapons systems at the centre of attention.

Macron’s presidency began in 2017; following his re-election in 2022, the constitution prevents him from running for a third consecutive term in 2027. The parade was therefore also an assessment of his security policy. Since Russia’s full-scale invasion of Ukraine in February 2022, Paris has accelerated rearmament, expanded European defence cooperation and positioned France as Europe’s leading military power.

The scale of the display must therefore be understood as more than ceremonial. It was intended to show that France, together with its partners, wants to be prepared for a conflict whose consequences extend far beyond Ukraine. Whether this demonstrated unity can be translated into lasting military capabilities, funding and political decisions remains the decisive question for the years ahead.
