RN unveils climate plan – Tanguy tempers expectations over €40 billion package

Paris – 01.07.2026: The Rassemblement National (RN) presented a multi-year “Plan Climatisation” package which, according to the party, could amount to commitments of up to €40 billion over two terms. The focus is on hospitals, schools, nursing homes and the housing stock, which are to be better prepared for heatwaves through cooling equipment and energy measures. The backdrop is recurring extreme temperatures and pressure on the healthcare system and infrastructure.

At the presentation in the National Assembly, however, the RN tempered expectations regarding direct subsidies. Deputy group leader Jean-Philippe Tanguy stressed, “financing, helping, does not mean paying for everything, subsidising everything,” and referred to a framework based on interest-free loans, support criteria and, where appropriate, tax incentives. The party is therefore primarily offering investment levers without promising comprehensive full state funding.

MP Thomas Ménagé outlined a mechanism inspired by “100% Rénov,” with long-term interest-free loans for comprehensive renovations combining reversible heat pumps, efficient air-conditioning units, sun protection and insulation. Different figures are circulating in the media and technical debates: sub-programmes are estimated at €10 or €20 billion, while the €40 billion ceiling, according to the party, refers to a longer time horizon and political majorities that are currently not assured.

Experts and opposition parties criticise the draft’s lack of precision. Energy experts warn that widespread air conditioning would increase summer demand peaks and require expansion of grids and generation capacity, aspects barely addressed in the document. Environmental organisations argue that the focus on cooling equipment could, without clear efficiency standards and building renovations, lead to higher electricity consumption. Social policy experts point out that credit-only models are less accessible to low-creditworthiness households unless targeted or tiered subsidies are provided.

Funding remains unresolved. Tanguy envisaged a role for European institutions in limiting new state borrowing. No specific budgetary coverage, budget priorities or allocation of responsibilities between the state, regions and municipalities was presented. It is also unclear how the initiative would be integrated with existing programmes such as MaPrimeRénov and national renovation targets.

Politically, the RN positions the package as a response to shortcomings in heatwave preparedness, particularly in clinics and nursing homes. The parliamentary group announced that it would provide more precise details in the coming days. Until then, the proposal remains a framework offer with signalling effect: key questions regarding selection criteria, technical standards, cost sharing and the timetable remain unresolved.
