Ukraine at the centre: Paris secures 14 July under unusual circumstances

Paris – 13 July 2026: France is deliberately placing its national holiday on Tuesday, 14 July, at the service of the European security order. Ukrainian President Volodymyr Zelensky will take part as guest of honour in the military parade on the Champs-Élysées. Prior to this, Paris will welcome the heads of state and government of the so-called Coalition of the Willing, which is intended to prepare long-term military and political protection for Ukraine.

The chosen guiding theme is Europe’s strategic awakening. According to the French government, the parade is intended to make visible the growing responsibility of European states for the defence of the continent. The coalition, supported by France and Great Britain, comprises 35 states. It explicitly sees itself as a complement to NATO and not as an independent substitute for the transatlantic alliance.

The military choreography also underscores this ambition. More than 6,000 soldiers and security personnel, as well as around 130 aircraft, are planned for the parade. The army lists 36 foreign nations, including Ukraine, as participants. The traditional display of the French armed forces thus takes on, for the first time since the start of the Russian war of aggression, a particularly pronounced European and Ukrainian dimension.

The security policy message coincides with a significant deployment of domestic security authorities. A protected area around the Champs-Élysées will be in force from 6 a.m. to 3 p.m. Pedestrians will only be able to enter after a security check. At the same time, numerous streets will be closed to traffic, parking bans will be introduced and several metro stations will be closed. Advance registration with a QR code is mandatory for spectators.

Operational planning is made more difficult by the extraordinary concentration of events. On the same Tuesday, the French national football team will face Spain in the World Cup semi-final in Dallas. The match will begin at 3 p.m. local time, which, due to the time difference, means an evening appointment in France. The authorities must therefore plan for possible gatherings after the parade and during the match in the capital.

High temperatures following a nationwide heatwave add to the situation. In recent days, Météo-France had forecast temperatures well above 30 degrees for Paris and very warm nights. This increases the demands on operational forces, spectator management and preventive medical measures. According to the official programme, the parade will begin at 9:50 a.m. with the arrival of President Emmanuel Macron and is expected to conclude around midday.

The celebration is also the final national parade of Macron’s current term in office. The first round of the French presidential election is scheduled for 18 April 2027, with the run-off set for 2 May 2027. Macron will not be able to run again after two consecutive terms. Thus, 14 July 2026 brings together three levels: national symbolism, European deterrence and a politically relevant milestone ahead of the 2027 transfer of power.
